The Government of the Democratic Socialist Republic of Sri Lanka (GOSL) has received financing from the Asian Infrastructure Investment Bank (AIIB) toward the cost of the Reduction of Landslide Vulnerability by Mitigation Measures Project (RLVMMP), and intends to apply part of the proceeds for the recruitment of an Individual Consultant’s services. On behalf of GOSL, the Ministry of Defence (MoD), the Executing Agency (EA) has established a separate Project Management Unit (PMU) to manage the RLVMMP on behalf of the Ministry of Defence. The National Building Research Institute (NBRI) is the Implementation Agency (IA) for the project.
The Project consists of 215 identified landslide / landslide-vulnerable sites, which are mitigated in two phases. Phase I of the project includes 30 sites, and Phase II includes 185 sites. Given the critical nature of the balance of the construction works and to attend to comprehensive ESHS aspects of construction supervision. it is decided to enhance the capacity of the PMU by recruiting the identified Individual Consultants. Therefore, MoD intends to apply part of the proceeds to obtain consultancy services from qualified and experienced Individual Consultants for effective and efficient project implementation to realize the project development objectives.
The Chairman, Project Consultancy Procurement Committee (CPCP) on behalf of the MoD, now invites qualified Individual Consultants to submit their Expression of Interest in providing expert services for specialized subject areas by submitting their expressions of interest along with a detailed resume and a covering letter indicating the justification to undertake the activities related to the subject area specified under each consultancy position mentioned below. The individual consultants are required to provide information on qualifications, previous experience related to the position (certified copies of certificates), and justification to show how these qualifications and experiences could be used to perform the result-oriented services through teamwork and excellent interpersonal skills for delivering the results in the relevant subject areas and the scope of work. The minimum Educational, Professional, and Experience requirements for each position are given in the ToR.
