Recruitment of Individual Consultant for Project Implementation Unit (PIU for the Civil Work Package 08) at Nawalapitiya and Project Management Unit (PMU) in Colombo

The Government of the Democratic Socialist Republic of Sri Lanka (GOSL) has received financing from the Asian Infrastructure Investment Bank (AIIB) toward the cost of the Reduction of Landslide Vulnerability by Mitigation Measures Project (RLVMMP), and intends to apply part of the proceeds for individual consultant’s services.
On behalf of GOSL, the Ministry of Defence (MoD) being the Executing Agency has established a separate Project Management Unit (PMU) under the purview of the National Building Research Organisation (NBRO). The NBRO / PMU will provide the services of field investigation, detailed design, procurement of civil works, and will act as the Engineer to the Contracts and Implementing Agency. The Project consists of 128 identified landslide vulnerable sites which are implemented in two phases. Phase I of the project include 24 sites and Phase II include the remaining 104 sites. Under phase II 03 Contracts worth LKR 3.60 Billion were awarded under Package 8 which contains 22 project sites scattered over a 225 km stretch of the upcountry railway line. Given the critical nature of Package 08, establishing a dedicated Project Implementation Unit (PIU) under the PMU, headed by a Deputy Project Director (DPD), is essential for effective management and oversight. The PIU will oversee construction supervision for Package 08, replacing the need for an externally procured Supervision Consultant. The MoD intends to apply part of the proceeds to obtain consultancy services from qualified and experienced individual consultants for effective and efficient implementation of the project to realize the project development objectives.
The Chairman, Project Consultancy Procurement Committee(CPCP) on behalf of the MoD, now invites qualified individual consultants to submit interest in providing expert services under the following specialized subject areas by submitting expressions of interest along with a detailed resume indicating the justification to undertake the activities related to the subject area specified under each consultancy position mentioned below. The selection of the Supervision Consultant (SC) will be procured based on the National Open Competitive Selection of Individual Consultants in accordance with the AIIB Interim Operational Directive on Procurement Instructions for Recipients (June 2, 2016).
The individual consultants are required to provide information on qualifications, previous experience related to the position (copies of certificates), and justification to show how these qualifications and experiences could be used to perform the result-oriented services through teamwork and excellent interpersonal skills for delivering the results in the relevant subject area specified below and in the scope of work. The minimum qualifications and experience required for each position are given below:
- Deputy Project Director
A Bachelor’s Degree in Civil Engineering/ BSc Special Degree in Geology or an equivalent qualification
With
A Corporate Membership of the IESL/ Chartered membership from IGSL
Or
Master’s Degree in Civil Engineering / Project Management / Structural Design / Construction Management / Geotechnical Engineering/ Engineering Geology
And
A minimum of 15 years of relevant experience in the construction industry out of which 10 years’ experience in construction management and contract administration, and at least 05 years of experience in a similar position and similar projects which involved the slope stabilization including other infrastructure development and/or improvement, etc.
Experience in at least two (02) projects under multilateral donor-funded initiatives is essential.
- Resident Engineer- 03 positions
A Bachelor’s Degree in Civil Engineering or an equivalent together with Associate Membership of IESL or equivalent,
And
A Master’s Degree in Geotechnical Engineering, Construction Project Management, Structural Design, Construction Management,
Or
Corporate Membership of IESL is preferred.
A minimum of 10 years of relevant experience in the construction industry, out of which 05 years in construction supervision and construction management in a similar position is required. Experience of a minimum of 05 years in slope stabilization/rectification works is a must.
The expert must have experience in managing at least one (01) project funded by Multilateral Donors.
- Senior Quantity Surveyor Senior/ Contract Specialist -01 position
A Bachelor’s Degree in Quantity Surveying or Civil Engineering or equivalent qualification
With
Professional qualification (Corporate/Chartered)
Or
Masters in Project Management/Construction Law & Dispute Resolution.
The candidate should have a minimum of 10 years of experience in the construction industry, with at least 8 years in construction contract management, contract administration, cost control, claims management, and dispute resolution in civil engineering projects and at least 5 years’ experience as Senior Quantity Surveyor/ Senior Contract Specialist. Experience in at least two (02) projects under multilateral donor-funded initiatives is essential.
- Hydrologist -01 position
A Bachelor’s degree in Engineering, with Masters in Hydrology/Hydraulics/Water Resources Engineering field.
The expert must have a minimum of 10 years of experience in the civil construction industry,
With
At least 5 years of experience in hydrological assessments, modelling, and water management, preferably in projects addressing landslide-prone or disaster risk areas, slope stabilization, drainage design, and flood risk mitigation. Familiarity with climate change impacts on hydrological systems and their role in exacerbating landslide risks and experience in designing and implementing drainage and water control systems. Experience working on projects funded by multilateral development agencies is highly desirable.
- Quantity Surveyor- 03 Positions
A Bachelor’s degree in Quantity Surveying or an equivalent qualification,
With
At least 06 years of experience in the civil construction industry, including a minimum of 3 years as a quantity surveyor on major construction projects within a consultancy service.
- Surveyor- 03 Positions
A licensed Surveyor with Bachelor Degree of Surveying from a recognized university or equivalent qualification
With
A minimum of 5 years’ experience, out of which at least 3 years should be relevant to civil construction works, as a surveyor.

Selection
Selection will be based on interviews, qualifications, and experiences, and only shortlisted applicants will be called for an interview. Shortlisting will be based on qualifications, experience gained by working on projects under the relevant subject area, and experience in providing expert services in relevant area.
